Yes, I use the remote control on a PC (Windows 10) and control KODI with it. Keyboard, mouse everything worked.
There is a special one for Windows. As far as I know, it doesn't work with the normal one.

I use the FB for my Home Theatre PC with Windows 10. Works wonderfully.
Unfortunately not at the moment.
