I have a Canon EOS 70D with an APS-C sensor. Does this mean that if I buy this full-frame lens, I will end up with a smaller image that is no longer in the wide-angle range? Thanks in advance

You can understand it more or less like this, yes. In terms of image detail, the lens behaves on an APS-C camera as if it had a focal length of 25.6-56mm (crop factor x1.6).
