In a 2 PC stream setup, does the Game Capture Card go into the gaming or streaming computer?

yes i think so too
and then connect to the gaming pc via hdmi

so if I'm not totally bananas, it has to be in the streaming PC - that's where the software etc. runs and the transmission comes from the gaming PC.
